Hydroxypropyl Bis-Hydroxyethyldimonium Chloride. Acts as a moisturizer, film-forming & antistatic agent. It exhibits moisturizing effect, particularly in the winter or dry conditions and provides pleasant moist feeling to skin and hair. Enhances the skin, hair the softness and flexibility. It maintains the normal permeability of the arterial wall, increases capillary blood circulation, keeps skin healthy, ruddy, improves skin adaptation to external environmental. It is gentle to skin and eyes even at high concentration and stable at a wide range of temperature and pH. Possesses good compatibility with anionic, cationic and non-ionic surfactants. Used in moisturizing product, make-up water, cream, moisturizing mousse, shampoo and other products.
