How to develop non-comedogenic skincare products?

Comedones are tiny bumps that can develop on the skin, especially on the face, neck, chest, and back. These are a form of acne lesion resulting from blocked hair follicles. Comedones can be either open or closed and often serve as the initial indicators of acne. Ingredients classified as comedogenic can provoke an overproduction of skin cells, thereby promoting the formation of comedones.

There are no federal regulations or guidelines from the Food and Drug Administration (FDA) regarding the use of the term "non-comedogenic" for products like moisturizers and makeup. It may seem reassuring that there is a comedogenic rating scale from 0 to 5, with 0 to 2 being considered non-comedogenic. However, this scale lacks standardization. 

Although it is a challenging claim to verify, some companies subject their products to expensive testing to support it. Skincare manufacturers might market their products as "non-comedogenic" or claim they "will not clog pores," but since the U.S. FDA does not regulate these assertions, there is no assurance that products labeled this way will not cause acne. Also, a product claiming ‘low-comedogenic’ is still prone to causing the problem!
