The Cosmetic Ingredient Review (CIR) Expert Panel has reviewed the safety of steartrimonium chloride and came to the conclusion that all three ingredients were safe for use in rinse-off products and were also safe to use in leave-on products at concentrations up to 0.25%. 2.5% Steartrimonium Chloride dermal exposure did not show any evidence of developmental effects. The results of each and every mutagenesis assay used were negative. The maximum concentration of these ingredients as preservatives is 0.1%.
